In 2020, FIFA approved a modification to its regulations on player eligibility rules to compete for a second national team, allowing a change for those who have played a maximum of three times for the first team before turning 21, including qualifying matches.

The last participation with the first team should have been three years ago, and it does not allow a change for those who have represented their country in competitions such as the World Cup.

The rule was changed due to pressure exerted by Morocco with former FC Barcelona player Munir El Haddadi, who debuted very young with Spain but, after not being called up again, requested a Federation change and after arguing his case, the article was modified.

Therefore, now that rule states that a player can play for a second national team as long as they do not exceed three appearances for the first team before turning 21, including qualifying matches.

And the other clause states that the last participation with the first team should have been three years ago, and it does not allow a change for those who have represented their country in competitions such as the World Cup.

In other words, David Ruiz could be tied down by the Honduras National Team if he plays three matches.
