Students respond to Indiana law banning cellphone use during school

Students in Monroe County could soon be fully prohibited from using their cellphones during school hours under a new law passed this February in the General Assembly.

Starting next school year, Senate Enrolled Act 78 will require public schools across Indiana to establish a ban on student cellphones, tablets and smartwatches from the start of the school day until dismissal. Monroe County Community School Corporation and Richland-Bean Blossom Community School Corporation currently prohibit cellphone use during class time but allow students to use their devices during lunch and between class periods.

The Senate voted 36-12 in favor of the Republican-led act, with six Democrats and six Republicans opposing. Gov. Mike Braun, who signed the act into law on March 5, said the act will help promote focus and healthy socialization in schools.

“Kids need to learn and grow without the interruption of big tech,” Braun said.

But for a generation native to digital socialization, some local students worry the legislation will limit vital communication between peers and families, ultimately doing “more harm than good.”

“I do think that while phones are a distraction, they are also important for communication with parents or guardians,” said Thomas Seghi, a junior at Bloomington High School North. “I think something could be done to mitigate that, but I’m not too sure if completely restricting is the right way to do it.”

Students worry a total cellphone ban could negatively impact socialization

Cellphone use is ubiquitous among today’s teens. A 2024 Pew Research survey found approximately 95% of teenagers aged 13 to 17 have a smartphone, and almost 75% of teens use some form of social media daily.

Many students at BHSN say that students’ current cellphone use is, indeed, a problem. Too many students use cellphones during class time, they say, and too few teachers are consistent in prohibiting them.

“If the new law is handled strictly, then there is a chance future classes at schools will listen more,” said Marie Estivill-Kilmer, a sophomore at BHSN.

Still, students say cellphones are a key part of how they connect with one another. Phone usage isn’t entirely antisocial; students often play mobile games together or share videos during lunchtime, and more than half of teenagers use the rapid-fire photo-messaging app Snapchat every day, according to Pew Research.

Instagram, Snapchat, TikTok and YouTube are among the most common social media apps used by teenagers daily.

With a total ban on cellphone use in schools, students say covert cellphone use is likely to increase.

“There’s kids like me, where every time I have the urge to take out my phone, I just think, ‘I can probably wait till lunch,’” BHSN junior Christopher Crane said of his school’s current cell phone policies. “But if there’s no phones during lunch, if it’s bell-to-bell, I’ll have the urge to pick up my phone because I don’t want to wait till the end of day.”

‘I think some parents will be really mad’

The new law gives schools the option to either prohibit cellphones from being brought to school entirely, or to establish a “secure storage policy” where phones are stowed away for the day and returned to students at dismissal. The law also carves out exceptions for multi-lingual students using devices for translation or for authorized emergency situations.

MCCSC and RBBCSC both say they plan to update their policies in accordance with the new state guidelines but haven’t made decisions between the two policy options.

But students say a total ban on cellphones being brought to school would make it impossible for parents and students to communicate during emergencies, a major source of anxiety for many families. MCCSC was criticized earlier this year after a server mishap led to parents receiving delayed information about a lockdown situation.

“I think some parents will be really mad since if an emergency happens, they can’t contact their kids,” Crane said.

Seghi says student cellphone use is a “big problem” that needs to be met with more scrutiny and enforcement by teachers. But for a generation that’s grown up with phones as part of their daily lives, he worries that the impacts of Indiana’s across-the-board ban could be severe.

“As rare as they seem to be, there are still bad occurrences at school where communication is important,” Seghi said. “While it sounds good in theory, I think it might introduce new problems that would be difficult to regulate.”

KANSAS CITY, Missouri — Kansas basketball and TCU faced off Thursday in the quarterfinals of the Big 12 Conference’s men’s tournament, and KU came away with a 78-73 win.

The Jayhawks were the No. 3 seed for this matchup, and the Horned Frogs the No. 6 seed. Kansas had to battle inconsistent play over the course of the matchup, but was able to outlast a tough TCU team that arrived as one of the hottest in the nation. The Jayhawks advance to the semifinals of the conference tournament, with a game on Friday against the No. 2 seed, Houston.

UPDATE: 11:08 p.m. (CT): FINAL: Kansas 78, TCU 73

UPDATE: 10:45 p.m. (CT): Kansas leads 64-61 with 5:26 left in 2nd Half

Tre White just hit a huge 3-pointer for the Jayhawks, who now lead by three points with about five and a half minutes left in regulation. KU does have to finish this half knowing that Flory Bidunga has four fouls, but at least for now it holds a slim lead. Losing Bidunga would put Kansas in a tough spot on both ends of the court.

UPDATE: 10:37 p.m. (CT): TCU leads 59-57 with 7:15 left in 2nd Half

It’ll be interesting to follow how TCU handles its foul trouble here late, with Micah Robinson and Xavier Edmonds each having four fouls. Both players are starters for the Horned Frogs, who hold a two-point lead with a little more than seven minutes left in the second half. Kansas’ foul trouble is centered on Tre White and Flory Bidunga, who each have three fouls.

UPDATE: 10:21 p.m. (CT): TCU leads 48-47 with 11:48 left in 2nd Half

Something to note here, on top of the fact KU is now down just one point and will have the ball coming out of this break, the Jayhawks are also in the bonus. So far tonight, the Jayhawks are shooting 12-for-17 from the free throw line. TCU is not that close to being in the bonus right now, and for the game is 6-for-9 from the free throw line.

UPDATE: 10:13 p.m. (CT): TCU leads 47-41 with 14:01 left in 2nd Half

A defensive lapse just now from Darryn Peterson led to a wide open 3-pointer for TCU, which the Horned Frogs hit to go up six points with about 14 minutes left in the second half. Kansas just has no momentum right now on the offensive end, failing to take advantage of the issues TCU’s experienced itself on offense, too. KU coach Bill Self called a timeout to force this break, to talk things over with his team, and time will tell if how the Jayhawks come out of the timeout will lead him to being any less frustrated than he is right now.

UPDATE: 10:06 p.m. (CT): Kansas and TCU are tied 40-40 with 15:40 left in 2nd Half

If Kansas fans were looking for their team to go on an early run in the second half, and make this not a stressful watch, that hasn’t happened. Both teams are struggling to hit shots right now, and the score is tied at 40-40 with a little less than 16 minutes left in regulation. Kansas might have a slight advantage rebounding right now, and with second-chance points, but the Jayhawks do still need to improve defensively at not giving TCU extra possessions.

UPDATE: 9:40 p.m. (CT): HALFTIME: TCU 34, Kansas 31

UPDATE: 9:28 p.m. (CT): Kansas leads 28-23 with 4:16 left in 1st Half

Darryn Peterson just nailed a 3-pointer to push Kansas’ lead to 28-23 with a bit more than four minutes remaining in the first half. The Jayhawks are on a 12-0 run right now, as TCU hasn’t scored in more than three minutes. Peterson is up to seven points, and he leads KU in scoring at this point.

UPDATE: 9:19 p.m. (CT): TCU leads 23-16 with 7:06 left in 1st Half

Kansas coach Bill Self was shaking his head recently as Flory Bidunga exited the game with a second foul in the first half, but now he’s having to turn to him again in this first half considering how poor the Jayhawks are playing. KU trails by seven points with about seven minutes left before halftime. Kansas has only hit one of its last nine shots from the field.

UPDATE: 9:07 p.m. (CT): TCU leads 12-11 with 11:28 left in 1st Half

Kansas had been getting away with some lackluster effort on offense, but now TCU’s shots are falling and the Horned Frogs hold a slim lead with about 11 and a half minutes left in the first half. KU coach Bill Self has been routinely getting upset at what’s been happening on the offensive end for his Jayhawks. Darryn Peterson is going to the free throw line after this break, and if he hits those attempts it’ll be his first shots of the game.

UPDATE: 8:58 p.m. (CT): Kansas leads 7-0 with 15:52 left in 1st Half

TCU has gone more than four minutes without scoring, and Kansas leads 7-0 with a little less than 16 minutes left in the first half. Darryn Peterson hasn’t scored yet for the Jayhawks, but they haven’t needed him to be a force offensively just yet. Melvin Council Jr., who’s hit a 3-pointer, leads all scorers with five points.

Kansans urged to practice what they’ll do if severe weather threatens

A whirlwind of activity is planned this week as the National Weather Service and emergency management officials statewide observe an annual event in which they encourage Kansans to prepare for the possibility of tornadoes and other severe storms.

Scheduled activities include a storm spotter class in Topeka and a statewide tornado drill.

Meanwhile, the weather service will use social media to educate the public about different types of severe weather threats on different days of the week.

Storm spotter class to be offered

The Shawnee County emergency management department and the weather service encourage Kansans to prepare for the possibility of severe storms during Kansas Severe Weather Awareness Week, which begins March 2.

Those agencies and Washburn University will offer a free storm spotter class to the public from 7 to 8:30 p.m. March 3 in the Kansas Room of Washburn’s Memorial Union, 1820 SW Jewell Ave.

Those who attend will learn about thunderstorm safety and thunderstorm development and structure, as well as how to report information.

Tornado drill planned

Sirens in Shawnee County will then be among those activated when a statewide tornado drill is held at 10 a.m. March 4.

Public safety officials at that time plan to test all weather warning communications systems statewide.

They ask that members of the public, particularly schools and businesses, use the drill to practice what they’ll do if severe weather threatens.

Businesses might want to look at whether they have sufficient space to safely shelter everyone who might be present during a tornado warning, said Dusty Nichols, director of Shawnee County’s emergency management department.

Sirens will only be sounded in warned areas

After several years of analysis, Shawnee County last spring put in place a new standard operating procedure calling for it to activate sirens only in warned areas during tornado warnings.

The county had previously initially activated sirens countywide whenever a warning was issued for any part of the county, including areas where the warning wasn’t in effect.

The county’s former practice was to then temporarily stop sounding sirens before resuming sounding them, but only in the warned areas.

The county plans to still sound sirens when a tornado warning is issued, temporarily stop, then resume sounding them.

But that will happen only in the warned areas, Nichols said.

The website of the weather service’s Topeka office indicated it would share social media posts during severe weather awareness week sharing information about the following:

  • March 2: Preparedness.
  • March 3: Flood safety.
  • March 4: Tornado safety.
  • March 5: Hail and wind safety.
  • March 6: Lightning safety.

Salina Art Center: Cine recibe subvención Ciencia en la Pantalla 2026
