The incident, which occurred in a city of more than 21,000 people located about 15 to 18 miles south of Portland, marks the second shooting involving ICE on the streets of an American city in less than a week.

Maine House Speaker Ryan Doughty Fecteau, a Democrat, confirmed the fatality through a statement posted to his personal Facebook page. “This morning a shooting occurred in Biddeford,” Fecteau wrote. “A person was killed. State Police and the Department of Public Safety are now on scene to gather details and would expect the FBI to investigate as well.” Fecteau added that these were the details he had at the time and promised to provide further updates as they were relayed to him.

Biddeford police have confirmed there was a “police incident” in the area and noted that some streets were closed due to an “active crime scene.” While local authorities stated there is no threat to the public at this time, they declined to provide additional details, referring inquiries to ICE. As of Monday, officials from ICE and the Department of Homeland Security (DHS) had not been reached for comment, and the mayor of Biddeford did not immediately respond to requests for comment.

Chellie Pingree demands answers regarding the ICE operation

U.S. Rep. Chellie Pingree, a Democrat whose 1st District covers Biddeford and southern Maine, expressed that she was “deeply disturbed and angry” upon hearing the news. Pingree, who was traveling to Washington at the time the shooting was reported, stated in a video posted to Instagram that she was working to learn more details. She offered “my sympathy to the individual and their family and the entire community of Biddeford,” adding, “we will be mourning yet another victim.”

Pingree raised a series of questions regarding the operation, including whether the officers were pursuing someone with a criminal record, whether it was a traffic stop, if the officers were wearing body cameras, and the specific circumstances of the shooting. Directing her remarks toward ICE, she asked, “Why are you in Maine?” She further questioned the nature of recent enforcement, stating, “Every report we hear is about somebody being picked up who legally was here, and is this going to be another one of those stories?”

The shooting in Biddeford follows an incident six days earlier in Houston, Texas, where a man identified as local builder Lorenzo Salgado Araujo was fatally shot by an ICE agent during a traffic stop. While ICE initially described the Houston encounter as a targeted enforcement operation, a source later indicated that Salgado Araujo was not the target of that operation. Witnesses in the Houston case have denied that Salgado Araujo “weaponized” his vehicle, contradicting ICE’s claims that the agent fired in justifiable self-defense.

The presence of federal agents in Maine has been a subject of recent controversy. While Sen. Susan Collins (R-Maine) previously claimed she received assurances from the Department of Homeland Security that a “surge” in ICE agents had ended, federal agents have continued to arrest members of immigrant communities in the state. Maine is home to approximately 56,000 immigrants, many of whom have expressed fear regarding recent federal detention and deportation operations. Former state Senate President Troy Jackson, a progressive running for U.S. Senate, expressed solidarity with the community of Biddeford and with all Mainers in the wake of the shooting.

Other members of Maine’s congressional delegation have remained cautious. A spokesperson for U.S. Sen. Angus King, an independent who caucuses with Democrats, stated, We aren’t weighing in (until) more information is available. Representatives for U.S. Sen. Susan Collins and U.S. Rep. Jared Golden acknowledged requests for comment on Monday morning but did not provide statements.
